That was the trick. Setting the TextStyleMode to "UseifNeeded" got the

font scaling to work properly.   I was looking for something like "Use

RTF info", rather than coming at it from the Style component point of

view as the flag name indicates - Use (the Style info to augment any

missing Rich Text formatting) if Needed.
