If scrollbars are not hidden (see VScrollVisible and HScrollVisible), then

- horizontal scrollbar appears when necessary

- vertical scrollbar appears when necessary in TRichView, and

disabled/enabled in TRichViewEdit.

Currently it's not possible to change this behavior.
