Unfortunately, I cannot promize that this problem will be solved before the

release of next version (1.7).

These quotes (both lower and upper in my experiments) are imported as

non-Unicode text, so they are exported to HTML as non-Unicode.

This problem requires more complex solution (defining language of HTML and

converting all character that do not belong to this language to Unicode).

It will be solved later.
