HScroll appears only when it is required.

if HScrollVisible = False, horz. scrollbar never appears

if HScrollVisible = True, horz. scrollbar appears when required

if VScrollVisible = False, vert. scrollbar never appears

if VScrollVisible = True,

  in viewer: vert. scrollbar appears when required

  in editor: vert. scrollbar always visible

There were some technical reasons to do it in this way.

In future versions, I plan to make scrollbar in editor work like in viewer
