Use the following when you start your app:

     RegisterClasses([TGifImage]);

This was in a previous example (or help file, don't know anymore).

The current documentation says:

TPicture.RegisterFileFormat('gif','Gif Image',TGifImage);

but if you use that you can create gifs but then importing fails.
