It is because of rounding off error. Vertical scrollbar unit is larger than

pixel.

Add VSmallStep to height:

RichViewEdit1.ClientHeight :=

  RichViewEdit1.DocumentHeight+RichViewEdit1.VSmallStep;

Or just hide vertical scrollbar (VScrollVisible)
