Fonts are not always scaled exactly proportional to the resolution ratio.

This

method for repaginating would be unreliable.

But you can

a) insert both image and its description in a table

b) (requires new version available for registered users) use

Keep-With-Next/Keep-Lines-Together options for paragraph style
